CMS Strategic Partners Acquisition Readiness Contract (SPARC)
The SPARC contract vehicle is a cost-effective solution for procuring IT professional services from a pool of experienced partners with the Centers for Medicare and Medicaid Services (CMS). This contract provides strategic, technical, and program management guidance and support services to modernize CMS business processes and systems. It has a maximum value of $25 billion over 10 years. There is no fee for using the contract vehicle.
SPARC is a multiple award, Indefinite Delivery/Indefinite Quantity (IDIQ), performance-based contract. It is available to all CMS components and operating divisions under the Department of Health and Human Services (HHS).
CVP is in the pre-qualified Small Business partner pool. These companies have already shown their ability to follow lean methodologies and the US Digital Services (USDS) Playbook guidance to maximize the use of agile contracting, as well as past performance and systems and procedures in compliance with Capability Maturity Model Integration (CMMI) standards.
