Education Industry Subject Matter ExpertSteven DavisMr. Steven Davis, CVP Senior Manager, has over 30 years of experience in education, over 20 of which have been focused on large-scale analysis and assessment programs. He has been responsible for program management requirements for the design and implementation of various functional assessment operational areas such as test development, material design, quality control, and analysis at the national and state level. He has successfully managed research projects related to Title I and Title III. He has also successfully designed and implemented sophisticated quality assurance systems that monitored scoring reliability and security, efficiently and accurately. Mr. Davis is responsible for all aspects of education performance management, including project and portfolio performance, strategic planning and communications, and performance improvement of education programs. Mr. Davis successfully designed and developed a program management and analysis product for the US Department of Education including Earned Valve Management. He directed the operational development of a new process of determining geographic coordinates linked to Census detailed demographic information. The process used geo-code coordinates to calculate the Geographical Census Community identifiers associated with home addresses. The resulting web-enabled application and reporting system was designed to normalize an address into a standardized format defined by the U.S. Census Bureau, enabling the linking of economic and demographic data to be created within any address range in the country. Mr. Davis was also responsible for management of training and technical assistance for the education assessment staff in all 50 states and the nation’s 10 largest urban school districts concerning federal assessment and requirements of the No Child Left Behind Act.
